The Liberia National Commission on Arms (LiNCA) officially launched its 2026-2030 Strategic Plan on Thursday February 12, 2026 at the Corinna Hotel, marking a decisive step in safeguarding national security and consolidating peace.
Chairman James Fromayan, speaking at the launch, described the plan as a critical intervention. He noted that while Liberia has moved past its civil war legacy, the nation still faces challenges regarding illicit weapon stockpiles, cross-border trafficking, and weak management systems.
?The proliferation of small arms has fueled conflicts, crimes, and insecurity for decades, Chairman Fromayan stated, emphasizing that the new roadmap is designed to prevent, control, and eradicate illicit arms across Liberia’s borders.
?The new five-year framework is structured around seven thematic pillars and aligns directly with Pillar Three of the Government of Liberia’s ARREST Agenda for Inclusive Development.
Expanding LiNCA’s capacity for policy enforcement and monitoring, the Commission is moving its efforts beyond the capital to ensure nationwide arms control ?empowering staff and stakeholders to uphold accountability.
Chairman Fromayan expressed gratitude to President Joseph N. Boakai Sr., the Ministry of Finance, and international partners including the UN, EU, and ECOWAS for their support. He concluded by reaffirming LiNCA’s vision: a peaceful society entirely free from armed-related violence.
