Arms Commission Holds One-Day Stakeholders' Validation Session To Endorse Its Five-Year Strategic Plan"

In a pivotal move for national stability, the Liberia National Commission on Arms (LiNCA) officially convened a high-level validation session on February 5, 2026, to endorse its comprehensive five-year Strategic Plan.

The roadmap, spanning 2026 to 2030, is built upon seven core pillars designed to modernize arms control and bolster public safety. Notably, the plan is meticulously aligned with the ARREST Agenda for Inclusive Development (AAID), specifically supporting the government’s focus on the Rule of Law.

Opening the session, LiNCA Chairman James M. Fromayan expressed deep gratitude to the diverse group of stakeholders in attendance.

He emphasized that the success of the Commission relies heavily on the synergy between state security and civilian oversight.

The Commission highly values its collaborative partnership, particularly with state security institutions, and looks forward to strengthening a working relationship with other relevant institutions, Chairman Fromayan stated.

He further underscored that the successful implementation of the 2026–2030 plan would require continued technical support leveraging expertise from across the security sector to enhance collaboration, strengthening ties with international and local partners, ensuring all arms control measures contribute to the broader goal of public safety.

Before declaring the session officially opened, Chairman Fromayan took a moment to laud the hardworking team at LiNCA. He credited their dedication and commitment for bringing the strategic document from its initial drafting stages to the final validation phase.

?The one-day intensive session saw a robust turnout of experts and policymakers, including

National Security Institutions, Civil Society Organizations (CSOs), Good Governance Commission, Law Reform Commission and the ?National Consultant Mr. Edwin Sarvice, who will provide key insights during the review process.

?The endorsement of this plan marks a significant milestone in Liberia's journey toward a more regulated and secure environment, ensuring that arms control remains a pillar of the nation's development agenda.
