Monrovia, Wednesday, October 30, 2025: The Liberia National Commission on Arms (LiNCA), ahead of the nationwide physical registration of firearms for civilians and hunters, has successfully concluded a four-day mobilization and awareness campaign in Bong, Nimba, Bomi, and Gbarpolu Counties, securing the full support of local government authorities for the ongoing civilian firearms registration exercise.
This initiative, mandated by the Amended Firearms and Ammunition Control Act of 20i5 and reinforced by Executive Order No. 141, seeks to document all firearms held by civilians and hunters across Liberia.
The physical registration exercise is scheduled to formally commence in November 2025 in Bong and Nimba Counties.
Leading LiNCA’s delegation to Bong and Nimba Counties, Commissioner Atty. Vivian D. Dogbey held series of high-level meetings with Bong County Superintendent, Hon. Loyelah Hawa Norris, and Nimba County Superintendent, Hon. Miapeh Gono, along with other senior county officials.
Commissioner Dogbey called for the active commitment and cooperation of local authorities to ensure the smooth and successful implementation of the firearms registration process.
She emphasized that the physical registration exercise relies heavily on collective involvement between the Arms Commission, local government structures, and community leadership.
During discussions with county authorities, Commissioner Dogbey underscored the critical role of national security actors, particularly the Liberia National Police (LNP), in supporting the process and ensuring its overall success.
She also appealed to citizens especially those residing in Bong and Nimba Counties who currently possess firearms or intend to acquire one, to cooperate fully with LiNCA and take advantage of this opportunity to legally register and have licenses to their firearms.
Commissioner Dogbey explained that the primary objective of the national firearms registration exercise is to establish a comprehensive national firearms database to enhance accountability and control, while curbing the proliferation of illegal weapons within communities.
She cautioned that failure to comply with Executive Order No.141, which mandates the registration of civilian-held firearms from February 2025 to February 2026, constitutes a violation of the Firearms Law of Liberia.
She therefore urged all firearm owners to register within the stipulated timeframe.
In a related development, LiNCA’s Executive Director, Mr. Moses K. Yebleh, led another team of the Commission to Bomi and Gbarpolu Counties, where similar awareness and mobilization activities were held.
The team engaged with county superintendents, county attorneys, joint security representatives, and civil society organizations, ensuring broad-based awareness and participation in preparation for the upcoming physical registration phase.
LiNCA remains committed to working closely with local authorities, traditional leaders, and national security institutions to ensure the effective implementation of Executive Order No. 141 and to promote responsible ownership and management of firearms across Liberia.
The Liberia National Commission on Arms (LiNCA) is the statutory authority responsible for regulating, controlling, and monitoring the possession and movement of conventional arms, ammunition and explosives used in the mining sector within the Republic of Liberia.
The Commission works in accordance with the ECOWAS Convention on Small Arms and Light Weapons, their Ammunition and Other Related Materials, as well as national laws, to promote peace, security, and accountability.
