Liberia National Commission on Arms (LiNCA)
The ?Liberia National Commission on Arms (LiNCA), on December 12, 2025, officially received the HR Verification Exercise Report from Director General Dr. Josiah Joekai of the Civil Service Agency (CSA).
The HR and Verification Exercise requested by LiNCA, is aimed at strengthening accountability, improving organizational integrity, and establishing an accurate HR management system for institutional reform.
The ?CSA Director General Dr. Josiah Joekai, confirmed that personnel files were reviewed, standardized, and roles were matched to job descriptions and credentials. During the official handover of the finalized report, Dr. Joekai urged LiNCA to implement the recommendations in order to enhance productivity and eliminate organizational gaps.
Receiving the final report of the HR and Personnel Verification Exercise on behalf of Chairman James M. Fromayan, Vice Chair Atty Vakpanah B.K. Wymon, thanked the CSA team and assured the CSA Boss that the report will be submitted to Chairman Fromayan for onward implementation of the recommendations.
?The LiNCA Vice Chair was accompanied by Commissioner Atty Vivian Darlue Dogbey, Executive Director Moses K. Yebleh, Human Resource Director Francis Flomo, and the Director of Administration James C. Lackay.
