Monrovia, March 3, 2025: The Leadership of the Arms Commission of Liberia (LiNCA) has lauded President Joseph Nyumah Boakai for signing Executive Order (EO) 141. The EO mandates firearms registration within the borders of Liberia, an act consistent with the primary objective of LiNCA and ECOWAS protocol on small arms and light weapons across the sub-region. Hon. James M. Fromayan, Chairman of LiNCA described the President’s action as timely in consolidating the gains that the Commission is making especially towards the control, regulation and prevention of the illicit flow and proliferation of small arms and light weapon. The Commission terms the Executive Order by President Boakai as essential political decisions meant to strengthen national security and to ensure public safety by reducing illicit firearms, including military styled weapons. According to the Board of Commissioner, the EO is consistent and aligned with Liberia’s obligation as a state party to global and regional arms control treaties such as the United Nations Arms Trade Treaty (ATT) and the ECOWAS Convention on Small Arms and Light Weapons. In the meantime, while the Commission is delighted and considers the EO as a significant progress in the right direction, it wishes to inform the general public, especially users and owners of single barrel guns (used mostly by hunters), business corporation and concession companies, diplomatic Missions and individuals desirous of possessing firearms to do so within the framework of the law. In keeping with the Commission’s mandate, it is designing an appropriate program to launch the registration exercise as mandated by the Amended Firearms and Ammunition Control Act of 2022 to issue permits and licenses to owners and users of Military-styled pistol and single barrel guns throughout the country in collaboration with the Liberia National Police (LNP).
