Atty. Vivian D Dogbey (COMMISSIONER)

Brief Profile of Atty. Vivian D. Dogbey, Commissioner, Liberia National Commission on Arms (LiNCA) Atty. Vivian D. Dogbey is an international recognized Arms Control Expert with over ten years’ experience working in arms control and related issues. She was appointed by President Joseph N. Boakai to the position of Commissioner at the Arms Commission in early 2025. Atty. Dogbey joined the Arms Commission as a young college student and served in different technical and administrative positions including, Director of Program and Executive Director/Head of the Technical Secretariat, a position she held until her recent appointment. Atty. Dogbey is a true institutional memory with vast experience and expertise . She obtained her undergraduate degree from the University of Liberia and a Degree in Law from the Louis Arthur Grimes School of Law. She also obtained several certificates for short-termed specialized courses in the rather complicated field of arms control from the Kofi Annan International Peace-Keeping Training Centre (KAIPTC) Accra, Ghana, Geneva, Switzerland, Vienna, Austria, Nairobi, Kenya, Berlin and Geilenkirchen, Germany among others. She is passionate about promoting peace and security through effective arms control and has dedicated her services and professional career to the control of firearms in post conflict Liberia.
